NeoFleet Capital is a Limassol, Cyprus-based mobility finance and technology company, founded in 2024 by CEO Igor Shiyanov and Oleg Mosyazh, that finances and manages vehicle fleets for professional taxi and ride-hailing operators in emerging markets, currently Senegal, Côte d'Ivoire and Peru. Its Fleet Management Franchise model combines vehicle financing, fleet-management technology, operations and maintenance, and insurance, using secured loans, direct vehicle ownership with rental to local operators, or instalment-sale structures depending on the market. It is building technology for fleet and driver scoring, telematics, vehicle monitoring, maintenance and payment control, and aims to give institutional capital access to the taxi asset class. In October 2026 it raised a $4 million pre-seed round of equity and debt backed by DMTech VC and private investors, including former inDrive president and CFO Mark Loughran, who joined as president and co-founder.
